charging a new lipo
I got a new Ecopower 5000mah 30C today and its taking for every to balance. It charge and one cell shows 4.20 and the other is 4.09 its taking for ever its been over a hr since I started the charge. So is that normal for it to be off so much and that's why it is taken forever

How long is forever?Just kidding.
It'll take about an hour to charg that 5000mah pack @ 5 amps. Did you have the charger set to balance or just fast charge? Having that much of a differance between the cells makes me think you possibly had used the fast charge mode. Balancing the pack should get the cells within .01v of one another.

I'm using a x-charger from dirtcheaprc. I put it on lips balance from the start and I can't remember what the volts read when I first start. It was on the charger for 80 mind then I had to leave. So now it's been on for 25 mins and it's going back and forth from 4.09 to 4.10

Sounds like the battery was a bit out of whack from the factory.... Not exactly uncommon...
ballance charging times is really really dependant of how fast u charger can discharge.... If ur charger can only discharge at 1-2a it's going to take a very long time to get that full cell down a bit...
from personal experance ive ive found there is no point trying to ballance a pack if on of the cells is fully charged... It just takes forever...
My advice is to run in in a car until u have some room to work with... Say about 3.8v per cell, then retry ballancing

My Feedback: (5)
It's not common for cells to be off that much. Packs when new should have cells near storage voltage and the cells should all be close perhaps off by 0.02 or so , not 0.1X volts. Cheap packs or packs with issues are off that much and they don't heal themselves.
Also a lot of the cheap 4-button chargers have terrible balance circuits. It can take hours to get a pack balanced when one cell is out that much.
I would send the LiPo back for a replacement.
