You may have to buy a pinion and drill the hole out to 4mm. I just drilled out a 5mm to a 6mm pinion using a cobalt drill bit.
If you need a standard bit, a 5/32" will do the job, but you're in Canada so you probably don't need that.

That was my 2nd choice, and that is what I will do.
I will start with a 9/64" and then a 5/32". I have both.

As far as their composition, are the bits black oxide or cobalt?
Black oxide may just round off at the tip due to the softness of the metal compared to cobalt.
