Default Lipo balance charger - seperate balancer too?

I thought I read in the past that balance chargers only do an ok job at balancing lipo batteries, and that a separate balancer is necessary to get max life out of a pack because it balances the cells even further. Is this true or am I loosing my mind? Thanks.

I use the Accucel 6 balance charger and check occasionally with my Fluke. Always balances perfectly. I have never heard that before.
