Old Kysoho Pull Starter parts?

i have an old Kyosho pull start assembly (for OS10FP) and was wondering if it looks like there any parts missing? It says an additional collar is required to use it with the CZ11 engine but, it is not included, should it be?

Thanks in advance for any help or info.

Should be ok to run without, maybe chuck an o-ring on there to try and seal it up a bit better, i found with the few i owned the pullstart slipping because of oil was the biggest frustration.
