peaking a lipo = fire. DON'T do it. You need a charger made specifically for lipos.
The[link=http://www.hobbyking.com/hobbyking/store/uh_viewItem.asp?idProduct=7028&aff=147258] turnigy accucel 6[/link] is a great starter charger.
You'll need to get a power supply with many higher output chargers. You can modify server and computer power supplies very easily.

I got this charger from the USA warehouse a few months ago and really love it.

I have an Accucel 8 and that thing is very accurate and it's got 150W of power.
Or you can consider the iCharger. Either way you will need a power supply.

I like the hyperion 0606i
it's got the power supply and balancer built in
not as cheap as the knock off stuff, but still in your budget
it's limited to charging at 6 amps on 2 cell lipos, but that's good enough for my purposes

These are very popular chargers with built in power supplies:

I don't own one personally, but most of the cheap hong kong chargers are the same, just slightly different packaging. I've heard they are both solid.
If you're in the hobby long enough you will eventually get around to having one that need an external power supply probably. But you can always work your way up to it, I know I did.

Thunder AC6 Dual Power Charger ($42.70 with Free shipping)

An excellent 5A balanced battery charger with a built-in AC power supply. God help you if you want to utilize the USB port for monitoring, though.
