Instead of the rockpacks, I would go with promatchracing.com 6 or 7 cell energ 4600. Onyx 219 charger is good. But you might find 1 battery is boring. Nimh batteries arent waterproof.

Charger, $40 - http://www.amainhobbies.com/product_...ducts_id/26105
3 Ah, 6 cell packs, $20 ea. - http://www.amainhobbies.com/product_...ducts_id/20048
I'd recommend you stretch a little and get at least 2 or 3 packs.
Lately, I've been getting about 13 minutes on my 3600 mAh 6 cell packs on my XL-5 Stampede. You get mAh per dollar by buying mid or low capacity packs, but changing them is a pain. Seems like going much above 3 Ah, the price rockets into LiPo territory.

Regarding Chris' comment about waterproofness, I'll relate my experience here. I tumbled my Stampede into a lake a couple weeks back. It was totally submerged for probably 20 seconds. I pulled it out, shook it off, disconnected the pack, and after drying it out, everything was OK.
The pack in question was a NiCd pack I had assembled from cordless drill battery cells. The cells themselves had cardboard sleeves on them. I had encapsulated the back of the Deans plugs with hot glue (this also gives a great place to grip the connectors) and they were fit tightly together. I also didn't hit the throttle when it was submerged, or the batt. may have shorted through the motor.
It is hard to predict what is going to happen when electronics get wet. Salt water is much, much worse than fresh water.

Sounds like your on a real strict budget. If want some cheap batteries to get you by then you might as well get the most for your money I recommend these they are not quality batteries but they will get you by until you can afford some good ones. As for a charger you can try here they seem to have good deals on chargers and they also have some nicely priced lipo's too.

Define good, like in compared to a IB cell or something similar then I would have to say no definitely not. If you don't want to pay lot money then you got to be willing to make compromises. In a nut shell they are good enough for what you pay for.
