Disconnect the universal swing shaft, and check and see if the wheel moves. If it doesn't, then look at the hub bearings and the pin that holds the universal swing shaft together. Make sure the pin isn't rubbing against the inside of the hub.
If the pin is fine, and the wheel still doesn't spin, you could have bad bearings in the hub.
If everything is fine when the universal is disconnected, but doesn't spin when it's connected to the gear box joint, then you may want to inspect your rear diff and and outdrive bearings for binding.
