You need software that will edit .tga files. I use Ulead PhotoImpact 8. It retails for about $90. I'm sure you can find something cheaper, I got it because of other features as well.

I have heard you can use Photoshop 7.0 but I don't know how to do it.

MGI PhotoSuite will do tga files. Came with my Lexmark printer. ArcSoft Photo Impressions 3.0 works as well. Came with my Vivitar digital camera. Do a net search; should be plenty out there.

Photoshop elements 2.0 will do .tga files. It's a lot cheaper than photoshop 7.
