#28 ?
just a small flat screwdriver and a couple of taps with a hammer should knock it loose.
it's a tight fit machined groove.

try grabbing it with vise grips and pulling/wiggle. its only in the guide/groove.
i've had some small engine's be very stubborn with that key.
snowblower's especialy cause of rust.
maybe some heat on the key.

I (and many more) remove the flywheel this way , why won't it work on your engine

It's the problem to remove the bold or the whole flywheel ?

It's impossible to get the key out when the flywheel is still mounted.
First remove the flywheel and then you can get the key out.

Im not sure but it seems to me that if you have removed the flywheel and the key wont come out fairly east that it may be seized up in the journal/slot. try a mini gear puller or a c-clamp with a piece of scrap metal on the back side of the key.
