Its for 3D slope glider flying[called VTPR in Europe--slow aerobatics close to the ground]
Its not very popular, as its done with very little speed and very odd shaped gliders.
But requires great concentration and skilled management of airspeed to perform well.
These gliders are 'very' light wt[ex, 1.2m glider of apx 300grams]
The snap flaps allow the glider to rotate around the axis of the wing both foreward and backwards.
As well as tighter turns.

Also for other gliders and special in inverted flying it help to change the airfoil and give less drag.
