Blade CP newbie: Tail rotor spin in both directions?

Blade CP newbie: Tail rotor spin in both directions?
Hi guys, thanks in advance for any input!
I mentioned in another thread (I think I should have put it in this beginnerssection, any how....) that I was looking into a used E-Flite Blade CP.
Well, for cheap money ($20), I picked it up. I have no experience with helicopters, mostly cars. It needs main rotor blades and may have had a few collisions from the previous owner.
Since the blades are toast I can't really test it to fly it as it vibrtes badly and the main rotors can't seem to get up to speed. The green LED turns RED at higher speeds and the rotor speed drops off. Is that normal?
I was wondering: is the tail rotor supposed to be able to turn clockwise AND countrclockwise?
When I push the throttle to the right, I see the taill rotor spin. When I push the throttle stick to the left, nothing happens.
Is this the way it's supposed to operate or is like my 4 in 1 receiver toast from too many crashes or something else???

I thought I would have to spend like $60 to replace the receiver! I was wondering why the manual only mentioned about turning right!
