Made for yes, sold for atleast twice that includeing accessories and some profit too. (assumeing you are talking about a turbine for RC flight)
Jetjoe is a bit under that price, not reliable, Kingtech is a bit over that price and reliable.

Guess that depends on your interpretation of "Reliable" is.
You can hand build a turbine with 316 stainless... but it's going to erode quickly. (Assuming it's balanced and it doesn't eat bearings) BUT... to build a one-off turbine, using Inconel, would be hard to do for $750.
That also depends on what size you want to build... and what equipment you have.
