In my experience none of the engines are really much quieter than the rest. The difference is in the inlets, bypass and pipe. For example, the super bandits are the quietest jets I've seen. If you added the old bvm hush kits they'd probably be near silent.

I know of a couple of brands that whistle very annoyingly.
Ram and Jetcat seem quieter to me.

I would guess that a good approach would be to take a higher rated turbine and run it below rated power. The other place to look is the exhaust velocity. Some mfrs publish this in mph or kph and the lower this number is for the same thrust the quieter the overall noise level will be. The turbines which make more thrust in a smaller package probably do it with higher exhaust velocities and hence are noisier. The Wren Super Sport I had is an example of this.
