Default ? about Mig-23

Wanted to ask if anyone knows what the item over the nose wheel of the Mig-23 is. It looks like a wheel fender or maybe even a splash guard. Does anyone know for sure what this is for? Picture below is of the item above the nose wheel. Thanks.

Splash guard, as the plane is taxiing and turning, it could throw material up into the intakes.. most of this era Russian jets were designed to be capable of working from less developed fields.
