Gene,
I put a very small amount of O-Ring lube on the drum. Put a small dab on your finger and rub it in the drum, then wipe your finger off on a rag and then run your finger around the drum again. Do this three or four times, you want the least amount of lube on the drum you can get. This will stop the wheel from locking up but still allow them to grab sufficiently.

and don't forget to grease the axels ,when you are at it ,about every 10 fligths, I keep track by peeling off one stripe of monokote,that I pre cut under the canopie every time, after I shut the turbine off (I know when the 10th fligth' is) not exactly a log bookbut works

if you don't lube them you'll flat spot your tires with every application of brakes at just about any speed, i do essentially the same thing Todd explained, but i use a Q-tip with a few drops of silicon oil on it, then rub it around the inside of the rim several times, it's just enough to say it has some and it works perfect.
as far as lubing the axles, if they have bronze bushings you never lube them, if they don't, once during initial assembly has always been sufficient for me but i fly off clean concrete 99% of the time.

Hi, also from my experiance i have also found that it is a good idea to try and make both brake hoses the exact same length so that you will have good equal pressure instead of one line getting more air pressure faster than the other one if you understand what i'm saying.
