Cool site for some avatar ideas, images, wallpaper, desktop backgrounds here for us aviation buffs....lots of jet pics.

Got a question regarding those avatars. Is it possible to use the "Kodak Imaging for Windows" program in the Windows 98 accessories to shrink an image for an avatar?

I've tried many times and while sometimes it seems as though I have successfully shrunk the image physically, the actual bytes and pixels remain those of the original image. Would I need some sort of program like Adobe to shrink an image for the avatar?
