it's a JR Japan only servo, the American equivalent is the 8711

What is the purpose of the slots in the output arm?

I would guess there is a couple of bolts under the servo arm to clamp onto the output shaft of the servo.

In England we have DS 8711 which is the 25kg servo, with a totally plastic case. The DS 8911 is the same spec, but with a CNC machined centre case which acts as a heat sink (really for 3-D aeroplanes with constant moving servos).
The Arms look like cut down JR 00021JP double arms which are 3" overall-Yes they have two clamp screws under the arm.
