Default Deflections on Skymaster Mig 29

I have a friend that has finished a Mig 29 kit, according to the manual the travel adjustments for the elevator is 40 mm. The elevators have an irregular shape at the end, so he is wondering where the 40 mm is measured ?
Is it at the point of the elevator that "moves the most" ? In the manual it is measured "at the root", we assume it is the trailing edge of the elevator (the "outmost" edge)

Also, the manual does not state the need for tailerons, is the plane ok on just regular elevators and ailerons ?

Yes the 40mm are meassured at the trailing edge.
You may use tailerons like the real one but the MIG fly's great with elevators and ailerons and with the recommended factory settings.
