buy a new one
you cant really make them quiet

you can build a wood box to go arround it and insulate it with sheets of styrofoam. make sure it is plenty big so that it is not starved for air. also, make sure its not air tight.

get your self a air tank and fill it up when you can and you will have the pressure you need to paint you evan can fill it at a gas station, the bigger the tank the longer you can go without refilling you can even plum 2 or 3 tanks together, this is not uncommon and this is what to do!
