I guess the title says it all but what Im looking for is a good
controller for an R/C SUB Im planning to build. Can a 72HMZ
FUTABA FM Radio be changed to 75MHZ?

Any radio utilizing RF modules would work. Some which utilize crystals can be converted, but not all.

The entire RF circuitry is included inside the module, so changing to 75Mhz is as simple as swapping modules. If you don't plan to use the 72Mhz module, you can sell it, or you can buy the radio without the module.

Well thanks for the quick reply! Im a little new to the hobby.
Which FUTABA Radio Models use these RF modules? And would
I be breaking any laws with the FCC?

The main purpose of the interchangable modules is to allow users to LEGALLY change their transmiter frequencies. As a fellow Canadian, you are not directly affected by the FCC (US only), but Industry Canada has the same laws regarding frequency changes

I know that Futaba's 8U, 9C, and 9Z radios use modules, and possibly others.

Don't forget to order your receiver on 75Mhz too...
