Default R/C Sub

Hi,

I am working with a group to build an unmanned submarine to reach depths of 200 feet. We will be in a boat right above it and we will have a tether for it, but we need to be able to turn a light on, turn on a small electric motor, and possibly power a pump.

What kind of receiver/transmitter setup should we use? We have looked all around and can't figure out what we should use. It would be in saltwater .

I doubt that any of the frequencies allocated for rc hobby use will penetrate 200' ofwater, especially saltwater.
