Is it passable to take out a 27mhz or a 49mhz out of my car and replace it with something like a 56mhz? If so about how hard would it be? How much would it cost?

no, not only impossible unless you have a higher end module type radio, but also illegal since 56 mhz isn't a rc frequency.
