Default Unidentified Kraft Part

I've had a box of miscellaneous Kraft parts on the shelf for over twenty years and I've never figured out what this part is. The top piece slides across the bottom piece and the holes line up just fine with a Kraft switch. What is this part and how do you use it?

I’d like to see the other side of it but I believe it was used to control an in aircraft mounted switch from the outside with a piece that extended through the fuselage.

Yep, looks like some of it is missing though. There should be a place to hook a piece of piano wire to, if I remember right.
