Well now I am even more confused.
I was reading the 9C Super manual (again) and there is a segment on the display to indicate whether it is reading 9C Campac data or 9C Super Campac data.
According to the book it should display "Pac" for 9C Super data and "T9C" for 9C Campac data.

OK, both I and the Futaba guy were wrong.
The 9C Campac did not initialize when I put it in the Super. The Super has more base memory than the 9C so my Campac data began at model# 13 rather than model# 9.
Bottom line is that the Super reads the 9C Campac fine and indicates on the display that it is using 9C data.
You can also copy data from a 9C Campac into the base memory of the Super.
You cannot, however, put a 9C Super programmed Campac in a 9C.
