Default Transmitter Module

hello I just got myself a futaba 9c super radio and I went with the 72 synthesized transmitter module. Now I was looking at my synthesized module and I noticed that I can select between 11 and 99 channels. Why my question is is it alright or is it legal to turn my synthesized module to channel 61 -90 and get 75 mgz frequencies ? and why can I select from 0-9 an from 90 -99 ? would this module work in these other channel selections ? thanks for the answers.

its just the pots used....

it will not transmit on non-approved channels
