How to get there from here?

You are flying a video camera and transmitter.
How do you receive and capture the video on a PC?
My project is to create a underwater (glass bottom boat) camera just beneath a fan powered electric boat.

I want to view and follow the little fishies and large alligators in my backyard lake.
My intention is the steer the boat left and right to aim the camera and pivot the camera tube for up and down angle view.
I am a newbie seeking advice as to camera, transmitter, receiver, etc.
