Default 14mz variable rates

Please can somebody tell me if its possible to have a variable rate on one stick controlled by another stick.ie
i would like the rate my ailerons can move to be reduced as the throttle goes up. i can do it roughly with a dual rate above center stick but would like a proportional decrease in aileron movement as throtle stick increases.
