Well, that's the whole question. Just wondering if it's legal to use?

In the case of Futaba, All the FM Conquest's were narrow band and you can confirm that at the Futaba website FAQ.

Futaba's FAQ (click here) says:
Is your TX either FM (PPM) or PCM or both? If so, it is legal, no matter what Futaba model it is. ALL Futaba FM and PCM transmitters met the standard.
