Default Odd radio characteristics

I have a cheapie RTR radio (Team VTX) with very limited range. I did my normal tuning for max range on both the Tx and Rcvr, but it's still pretty bad....about 60 feet max if it's near a tree.

I intend to buy a new receiver to match one of my better radios, but this particular system has some odd characteristics I'm curious about.

The crystals are both labelled Channel 8, 27.045 MHz, FM, one for the TX and one for the Rcvr. I thought 27.045 was only for Ch 2 AM. The receiver is also labelled FM, and there is nothing on the TX at all.

The parts vendor lists this radio as AM, although that's not a bit of info that can be counted on.

Anyone thoughts on this?
