if what i think you mean by lose is that it is coming off? in which case, get some threadlock, and rescrew the 4 screws back into it. do the x pattern tho. Top left screw first, bottom right, top right, bottom left. while you're at it, threadlock the screws for your engine too and put it back in in the same pattern i stated above.

Sounds more like the one way bearing isnt grabing, my 1/8th buggy has the same problem.
Take the starter off and clean out the one way bearing, and clean off the starting shaft. If that doesnt help youll probobly have to get a new one way bearing, or possibly a new starting shaft as well if its worn.

isn't the loud burp sound just a normal sound for before the engine fires up? is the sound from the exhaust, or pull start? when you say the pull start is loose, do you mean the rope? if so, perhaps you should check that the spring isn't broken or loose.

the "burp" is the engine turning over, but it should be about 2 turn-overs every 6 inches you pull your starter cord. as jakjr said it seems more like the one way bearing isnt working right.

the clutch shouldnt have anything to do with the pullstart being loose. ok this is a random engine i found with an exploded view:
http://www.ofna.com/pdf/eng-force12s,15s.pdf
the one way bearing we are talking about is labeled one-way bearing unit, its part of the recoil starter. with the clutch completly off the engine it will most likely still be doin the same thing.
