I think that your carb opening is more than needed or there's an air leak somewhere. The clutch bell is the the part that spins and carries the small gear on it at the engine's very front end.

Since it looks like a new car, start with the instructions! It should be covered in there pretty well how to take care of it. If not, do whats posted above and let us know.
