If you have a new motor it is still tight loosen the glow plug about have a full turn and bump it , it should start. When it fires up tighten the plug back. Also make sure the glow plug ignitor is fully charged .

make sure your motor in the box is charged. I know that if mines a little empty, its impossible to turn over the motor. Also, you can try letting the motor spin for a little bit (a few seconds) so it spins at top rpm, then push the car down onto it.

May sound obvious, but make sure you have a bump start flywheel and check to make sure the starter wheel is not hitting the chassis of the car. As Ferrari said, make sure your battery(ies) is/are charged as well. Also make sure the engine is not flooded, this will make it very hard to turn over.
