When I read 1/20th scale, I thought of Tamiya right away.
They have a pit crew set which would work well on a boat. There's two styles, a current offering and a vintage set you can usually find on ebay.
Tamiya has a sailboat where the figures are sold seperate, but can't recall the scale.
