Default Adhesive advise please...

What works well sticking rubber to stainless steel?

Preferably an adhesive that will not make the rubber brittle over time.

And water proof.

2 part epoxy is always my go to for strange stuff like that. I would possibly even drill some ultra small holes (not penetrating) in the rubber and track links to make sure to get a good amount of epoxy in there. Maybe a gel based super glue would work if it was strong enough but I think epoxy should do you.

If it is what I think it is for I might try GOOP which comes in Marine (waterproof) It has good adhesion and shear properties and stays somewhat flexible...

PC-11 is my epoxy for everything unless I need something with low viscosity then a fitting devcon product. PC-11 will dry underwater.
