Default HELP-Glennis Brakes-Ziroli D-18

Recently acquired a Ziroli D-18 that has Glennis wheels/brakes. Had a question concerning the brakes: If you look at pcture, you will see the aluminum disc brake that has the airline attached to it. As it is now, it 'floats' and is not secured to the axel. Looks like a set screw might be missing if you look at the top of the brake drum. They work as it, but are very slow to release once activated.
Will one of you warbird gurus that has experience with these please chime in and give me the crash course on Glennis Brakes please ?

I believe glennis' brakes use BVM's "o-ring" style brake
