it has to be wars..... and or a world war and a good old fashion war.
the list of planes I come up with are
P51, corsair, c47, A26, B29, Bearcat, P60/T33,Skyraider, A4 Skyhawk, T6, Beech staggerwing,phantom,Mig 15, polykarpov bi plane, pt-17 or 16 .....oh I give up, I am obviously over thinking this but not all of these fit the criteria
the list of planes I come up with are

B-29 wasn't at all a failure at high altitude bombing, in fact very much immune to flak and japs had very few fighters to counter it. The reason they went to low level incendary bombing is that the Japaneese cities were made of wood. Wood burns, and incendaries dispurse too much if dropped at high altitude. Also without having to burn fuel to climb and fight the jet stream they could carry a bigger load. Reducing armament also increased payload. Full armament wasn't necessary for night raids.
Still a good guess. It does meet all the clues, except wasn't an initial failure; don't think it's the right answer.
I was thinking Lancaster.
Original Version Manchester was a bust due to engines.
Believe they had some passenger carying versions but not for sure.
But wasn't to my knowledge used by both sides, or saw service in more than 1 war.
Its like I should know the answer, but just hasn't come to me yet.

The MiG-3 is quite a nice bird. Had it actually been used for what it was designed...

How about the B-29 Superfortress?
Hint 1: The Soviets made the Tu-4 copy of the Superfortress
Hint 2: B-29s had high losses when first used in high altitude daylight bombing. They were a lot more sucessfull when we stripped all the defensive guns and used them for low level night incendiary raids.
Hint 3: The civilian ''version'' of the B-29 was the Boeing 377 Stratocruiser airliner. I know the Brits operated the B-29 and Stratocruisers were sold to many countries. The soviets sold Tu-4s to China.
Hint 4: WWII and Korea
Hint 5: The last B-50 Superfortresses were retired in 1960
