It's not you, buddy. Periodically, we run into a situation when some contributors are out of ideas, others are out of time, others are going out of town, and still more are out of energy. I have not been able to find much info on this aircraft...
(sometimes my desire to pick an obscure plane bites me on the behind)

Hmm, so far this has been a toughie, or I just look in all the wrong places.

The main point of this post, is I just botched starting an 11:00am conference call that I set up, because I was buried in researching this question..!! Of course, I had to claim it was "actually" due to a client calling me a few minutes before 11 and I just couldn't shake loose.. I did see the reminder, sorry guys.. BS BS BS

If I get this right (small chance..) then I have to do another question.. ok one more time..

Other than confirming flaps on both wings (you mean flaps not ailerons right?) it sure sounds like the Hanriot H.41.

Not quite Mike...
I'm thinking they are probably Flaperons...perhaps...there isn't any more info about that particular aspect...but it says Flaps on both wings...

I am about out of clues, but I will give youze all a hint...
The answer to quiz clue #17 above is TITO...
As in Josip Broz Tito...
