If it's been awhile since you have started it or it has been stored in a cold place such as garage, shed, workshop, try heating up engine with a blow dryer, make sure gas is geting primed to carburater, check glow plug.

heating the cooling head and surrounding parts of the engine is not bad for the engine, it will help the process of starting it along....
ive also heard the rascal has a picky pull start-it wont start if you pull too far or too fast
nice and easy does it

yes i have used a blow dryer to start mine only if it has been stored were it was not climate controled.try it, it does not hurt the motor and yes the rascal is very picky especialy the pull start u should only pull it about 6 inches out.

Your idle is set to high. Make sure your radio throttle trim is properly set. You may be able to just turn the adjuster and make things right. Otherwise, check for linkage binding.
