make an offset fowler flap linkage
When making a large scale fowler flap linkage,I thought of using Dubro ball links to allow the flap to follow the trailing edge,without making the fairing alignment be an issue.My question is ...How far will the ball swivel in degrees from perpendicular?

No where near far enough. That style only has around a 15 to 20 degree angle. And on a larger size model I'd worry about the air drag possibly popping the ball out of the socket.
What you want is to use the other style of ball end and attach it using a small screw to your flap. The ball will pivot in the socket around the plane it is intended to pivot and you've got the angular motion to make up for any misalignment or sweep angle to the flap's hinge line if any.
