i want to build the betabird ultralight

Full size or model? If full then follow the plan. If model then find out what they do for full size and copy that. Otherwise a big gob of epoxy can hide a lot of flaws...

Some sandpaper wrapped around the boom tubing and then used to shape the fin while shimmed up to the centerline will form a nice rounded cove to take the glue better. Some epoxy and perhaps a strip of fiberglass about 1/2 inch wide over the joint should work well. Rough up the aluminium with coarse sandpaper first. Surface area and roughness to key in the glue in the joint is the key to a strong epoxy joint of this nature.

The vertical can be epoxied beside the round boom.. it doesn't have to be mounted on the center of the boom...
