Well...conventional wisdom says to go with the scroll saw. Since
it can do inside cuts that the bandsaw cannot. But I find I use
my bandsaw a lot more than the scroll saw.
But then I use my Dremel table saw more than either of the
other two.
If you are going to be serious about building them you will
eventually get all three.

band saw is good for cutting stacks of ribs,fuselage sides and fuselage former outlines.scroll saw is good for the lightning holes in ribs and formers.i use the correct size spruce spar with 120 grit sandpaper glued to it to make the spar nothches a tight fit.all three would be good for large size planes but i remember when i was a teenager and money was tight 35 years ago that i used a dremel jig saw for alot of building till i could afford a tabletop bandsaw then the table saw.

I don't have too much to offer in the way of experience but, I just started my first scratchbuild and I own a band saw< I just returned from the local Pawn Store, with a scroll saw in hand

If money is no object, get both and toss in a decent table saw, drill press, jointer, and thickness planer just to fill up the trunk of your car.
If money does matter, get a scroller first 'cuz it can do the one thing a band saw cannot : cut a tight inside curve.

I have a cheap band saw from Home Depot. It's the Ryobi one. It works good for cutting ribs and other various cuts. Then to shape the radius on my ribs that I couldn't get with the bandsaw, I use my 12" disc sander. Its my favorite tool for scratch building. I use it to get nice angles on my balsa.
