Kind of a long-shot here.

But does anyone remember a distributor of software which created 3-views or 3-D linework images from digital cameras?

The software was first noted to me in one of the original format RC Online forums. All those messages are gone now, due to the change. It was originally designed for auto crash investigations, but got used for small topographic mapping, and building exteriors. You could then import the remains into a CAD system and derive your own 3-view plans.

You had to use scanned images, or digital cameras with their special yardstick in the view in order to get accurate. The guy who was pushing it, said only sucking part was that it is difficult to get well above an A/C for a plan view image.

I was thinking the software company was from the U.K., but had a USA office too. Can't remember anything beyond that.

Don't know the exact one you're looking for, but I recently went looking for the same thing. A few use a reference device of some sort as you mention, but most of the ones I've looked at do not.

Here's some sites I quickly rediscovered today:

Great reference site for all things 3d
http://www.simple3d.com/

D Sculptor 2
http://www.d-vw.com/

UZR 3D Pro
http://www.uzr.de/

Photo3d
http://www.photo3d.com/eindex.html
The last one is only $38! But I can't figure out what the output file format is!?!

Good luck! Please let us know if you find something that works and doesn't cost more than the model will be worth when it's done!
