I only know of one downloadable plans site (Uncle Willie's) and he does not have a Catalina.

This guy is in Michigan, USA, and has plans for a couple big glow powered ones, 72" and 108":

Ivan Pettigrew is in British Columbia, Canada and has a 100" and an 83". They are very light and use electric power.
