There is a permanent water site at Lake Havasu City, AZ. close to the London bridge that is maintained by a club that only flys floats. This is not the same site where the annual London Bridge float fly occurs. It is a beautiful site in a city park and while you can fly there anytime they fly there once or twice a week depending on the time of year always with recovery boat provided.

I have flown as a guest with them many times and its a great low key group. They even provided a crew for me when I was working with a setup to aero tow gliders off the water on float dollies. Also have flown controlline floats there from in the water.
