Too short ?
 
I have a E-flite Taylor craft wanting to put on floats . The one I have are 22" . Are they to short ? thanks

Yeap, I'd say those are way to short. You want to shoot for the 27" range 75% of fuse length is the target length for a conventional twin float set up,, you can be + or - a inch or so, but 5" short is asking for trouble

I've made several sets of floats for the T-Craft and all were 24". Check my photo gallery at planefunfloats.com , lower left corner.
