Cold certainly effects capacity. Leave them overnight in the cold, fly in the cold - certainly the available capacity will be noticeably reduced. Best charged in the warm and kept warm until flying.

A constant decline in capacity with cycling is typical of Ni-MH, no matter who the cell manufacturer is or who assembles them into packs. Some are worse than others.
