okay it works when the glow plug is out but when i put the glow plug back in it just spins and doesn't turn the engine

no i can not, i am in the process of breaking in the engine and it does not even have one tank in it

This is for my muggy

i am trying to break it in and the spin start will not turn the engine. and engine is not flooded. Help?
