No, I meant medium voltage. Power grids are generally classified as high, medium and low voltage. High (46-750,000 kv) is transmsission from the generator to a substation (hight tension lines)....

You are correct in the new status of who is allowed to service a wide variety of radio equipment. However, the new regulations do not say that such service or adjustment can be performed...
