If the car is on the ground and you slowly pull the pull starter up, will the car stay on the ground or come up with the pull start?

If the clutch spring is good the clutch sounds like it's ok. The engine could just be worn out and needs to be rebuilt or replaced. May not have enough power to make it shift? You said the engine...
