Can one simply set the idle(air) screw to stay about 1mm open while the servo arm is braking and then forget about it? then use the LSN to set the idling conditions once the HSN is...

I don't understand... Why are you trying to tune to temp vs. tuning to track and temp... and such conditions?
Just take it to the track and see what gives you max speed down the straight then...
